Third Joint GEF-UNDP Small Grants Programme Evaluation

This Approach Paper defines the terms for the conduct of the third joint GEF-UNDP Small Grants Programme evaluation. The evaluation will focus on: 1) effectiveness, 2) innovation, upscaling and sustainability and 3) operational and governance issues, including the upgrading process. It will be presented to the 59th GEF Council meeting in December 2020 and to the Annual Session of the UNDP Executive Board in 2021.
