Joint terminal evaluation of the implementation of the cooperation agreement between the UNIDO and the UNDP

2009

The evaluation was undertaken in response to the requirement of the UNIDO Industrial Development Board to assess the performance of the Cooperation Agreement between UNDP and UNIDO signed 23 September 2004. The objective of the evaluation was to assess the extent to which the work carried out under the Agreement succeeded in achieving its intended goals.

The evaluation found that the Agreement was successful in creating the conditions for an expanded presence of UNIDO at the country level. However, while its objectives remain important, the Agreement lost its relevance as a platform for joint programming. A bilateral programmatic agreement at headquarters level is not needed in light of the United Nations Development Assistance Framework guidelines. However, a memorandum of understanding is still necessary to define operational and administrative arrangements at the country level, including provisions for UNIDO desks.
