Assessment of Development Results: Ukraine

The Assessment of Development Results (ADR) covers the period from 1997 to 2004. The evaluation found that UNDP Ukraine has contributed to the national progress by assisting in the process of policy change, building better planning and strategy development capacity, raising awareness of issues critical to human development, helping build networks linking government, civil society and the private sector, and providing financial and organizational support to an array of pilot projects designed to demonstrate new ways of addressing human development challenges. However, the evaluation expressed concern about the long-term sustainability of pilot projects and noted the lack of clearly defined exit strategies. The evaluation highlighted there may be scope for UNDP to play a more active role in donor coordination at a local and regional level, especially when emphasis is placed on decentralized, regional development.
