2006

This Assessment of Development Results (ADR) evaluates the contribution of UNDP to Serbia during the period 2001-2005. In particular it identifies how UNDP has supported the overarching goal of accession to the European Union and analyses achievements in focal areas of UNDP. The evaluation found UNDP to have supported the country in the immediate post-crisis period, supporting central public administration and in responding to the challenges in South Serbia. It was seen to have been less effective in supporting broader reforms and in advocacy. It proposes that UNDP has a continued role in areas of expertise, notably in local development, and where it has a comparative advantage, such as in anti-corruption. However, it also notes that UNDP should also begin thinking seriously about its exit strategy.
