Assessment of Development Results: Senegal

The evaluation analyzed the relevance of and value added by UNDP to the development of Senegal from 2002 to 2010, including support to good governance at national and decentralized levels, various initiatives aiming at poverty reduction and participatory management of natural resources, and crisis prevention and recovery projects. The report concludes that over the evaluated period, UNDP has contributed to poverty reduction, actively supported MDGs implementation, and developed and disseminated useful tools and financial products to women groups, disabled people, and people living with HIV/AIDS.UNDP has been less successful in its support to good governance, in part because of slow policy setting processes within the Government. However, its support helped judiciary reform make important progress.

The report points out that donors’ trust and increased reliance on external funding has made many of these results possible, but has also led to lesser predictability in funding levels, recurring start-up delays, gaps between successive phases of the same projects, and some degree of dispersion of efforts in the poverty reduction and environment areas.
