Highlights of the Country Cooperation Framework (CCF) The first CCF for Devland covers the period 1997-2001. It supports national development priorities as established in the country's five-year development plan for the same period as well as the UNDP mandate to promote SHD. The CCF focuses on two thematic areas: poverty eradication and governance. Specifically, the CCF aims to contribute to the Government's efforts to: • reduce the incidence of poverty from 10 per cent of the population to 5 per cent by 2001, and • strengthen the capacity for local development administration, particularly at the provincial level. The most important interventions supported by UNDP are: • demonstration projects aimed at showing the effectiveness of participatory approaches to poverty eradication in selected poor areas of the national capital region and the southern region of the country, and • demonstration projects under the national pilot programme for strengthening the financial autonomy of provincial governments.

Page 2 EVALUATION PLAN UNDP Country Office, Devland, 1998-1999 Indicators for Monitoring and Evaluation and the Collection of Data Two of the key indicators for assessing the major UNDP interventions under the CCF, based on the UNDP core indicators for its areas of thematic focus, are: • a reduction in the percentage of the population living below the poverty line, by gender, in the areas where demonstration projects on poverty eradication are being implemented • an increase in the revenues of provincial governments in the demonstration areas. The Government has agreed to the use of these indicators. Based on these indicators, the following time-series data will be collected: • number (gender disaggregated) of people living below the poverty line each year from 1996 to 2003 for the national capital region and the southern region • total annual revenue of the provincial government in each of the demonstration areas for each year from 1996 to 2003. Baseline data were constructed prior to the start of the implementation of the demonstration projects mentioned above. Similar data are being collected during implementation; collection will also continue once the projects have been completed. These data will serve as inputs to future evaluations. Funding Sources for the Evaluations Costs of individual programme and project evaluations will be charged against their respective budgets. The cost of the thematic evaluation will also be charged against the budgets of the individual programmes and projects to be included in that evaluation.
