FOREWORD

Results-oriented Monitoring and Evaluation: A Handbook for Programme Managers is the first comprehensive revision of UNDP monitoring and evaluation guidelines since 1988. The purpose of this new edition is to incorporate recent methodological advances in the field of monitoring and evaluation; to reflect developments in implementation modalities such as national execution, the programme approach and participatory development; to address the need for harmonization within the United Nations system; and to provide appropriate guidelines for the new programming arrangements.

Programme countries -- their governments, private sector and civil society organizations -- want to see results from UNDP development cooperation programmes, results manifested in a better policy environment, in participatory processes and, ultimately, in improvements in the lives of people. Equally, donor countries face growing public scrutiny of how scarce government resources are spent, so it is incumbent on UNDP to demonstrate that it can make a difference and provide tangible benefits for the well-being of the poorest people in a cost-effective, efficient manner.

Evaluation is fundamental in the achievement and demonstration of results. The strengthening of our organizational capacity to carry out this critical function is part of a strategic change towards results-based management, enhanced organizational learning and strengthened accountability.

I trust that this handbook will be a useful tool to those of you responsible for the management of monitoring actions and the effective conduct of evaluation exercises.
